Initiatives taken by NCM Chairperson Iqbal Singh Lalpura - A glance

Shri S. Iqbal Singh Lalpura has taken over as Chairman of the National Commission for Minorities from April 13, 2022.  During his tenure, NCM has taken initiative in different important issues which are annexed.

2.  Chairman, NCM informed that the Commission has taken prompt action on all communal clashes/issues in the country viz. incidents in Patiala, Jodhpur, and Bhopal.  Reports have been called from the Chief Secretary of the concerned States. 

3. It was informed that NCM has taken the initiative to celebrate major festivals of all minority communities in the Commission.  Recently Mahavir Jayanti was celebrated 0n 13.04.22 with religious leaders of Jain communities.  On the occasion of Eid, an Iftaar party was organised on April 28, 2022.  Budh Purnima will also be celebrated in the Commission very shortly.

4. From April 13, 2022, to May 2, 2022, NCM has received 123 petitions out of which 9 have been disposed of and a report has been called in 18 cases.  The remaining 96 cases have been initiated and at different levels of submission. The status of complaints received and action taken during the last 3 years is as below:

5.    NCM also monitors the implementation of different welfare schemes of the Ministry of Minority Affairs under Educational Empowerment, Economic Empowerment, and others.  These include pre-matric, post-matric & merit-cum-means scholarships, Naya Savera, Nai Udaan, Seekho aur Kamao, Usttad, Nai Manzil, Nai Roshni, etc.  During the year 2021-22 out of 86,01,023 applications 56,50,832 scholarships were granted in Pre Matric scholarship, out of 19,47,411 applications 7,03,346 scholarships were granted in Post Matric scholarship, and out of 2,39,837 applications, 1,30,289 scholarships were granted in Merit-cum-Means scholarship.

6.  During the period from 13.04.22 to 02.05.22, National Commission for Minorities held a hearing for 3 cases and gave suitable directions to the concerned to resolve the issues at the earliest.


(i) On April 13, 2022, NCM called for reports from Chief Secretaries of Madhya Pradesh, Jharkhand, Gujarat, West Bengal, and Bihar on a representation of Shri Aftab Ahmed regarding growing atrocities on minorities. A report has been received from the Govt of West Bengal wherein the matter was forwarded to the DGP, West Bengal for investigating the matter.  Reports from Govt of Madhya Pradesh, Jharkhand, Gujarat, and Bihar are still awaited.

 

(ii)    Hon'ble Chairman, National Commission for Minorities, Shri Iqbal Singh Lalpura along with Ms. Rinchen Lhamo and Shri DJ Gunde, Members, NCM, visited Jahangirpuri on 18.04.2022 where a communal clash took place on 16.04.2022. A report was also called for from the Commissioner of Police, Delhi on 18.04.2022.

 

(iii)  A letter has been sent to the Additional Secretary, (AMS) M/o External Affairs on April 20, 2022 regarding an attack on elderly Sikh persons at Richmond Hill, New York, USA.

 

(iv)  On 27.4.2022 NCM called for a report from DGP, Punjab on the representation of Shri Rattan Singh regarding illegally blocking the pathway by constructing a wall by Mohan Lal, ASI, Punjab Police.

 

(v) On 27.4.2022 NCM called for a report from the Chief Secretary, Punjab on the representation of S. Sarabjit Singh regarding irregularities in the Presidential Election of Chief Khalsa Diwan to be held on May 8, 2022.

 

(vi) On 28.4.2022 letter was sent to JS, MoMA requesting them to take up the matter of attacks on Sikhs in Pakistan with MEA.

 

(vii)  On 28.4.2022 NCM called for a report from the Vice Chairman, Delhi Development Authority on the representation of Shri Hardev Singh Dhanoa regarding the request for de-sealing of Taxi Stand at BhikajiCama Place, Behind Hayat Hotel, New Delhi.

 

(viii)     On 28.04.2022 NCM called for a report from the District Magistrate, District Khargone, Madhya Pradesh on the representation of Jamat Islahul Muslimeen regarding the communal clash on Ram Navami at khargone, MP.

 

(ix) A letter has been sent to the Chief Secretary, Uttarakhand on 28.04.2022 requesting to inform the NCM about the latest status of the matter of reallocation of Gyan Godri Gurudwara. Further, a letter dated 02.05.2022 has been sent to Chief Secretary, Uttar Pradesh in the same matter.

 

(x) An Iftaar party was organized in the Commission with different religious leaders on the occasion of Ramzan on 28.04.2022.

 

(xi)  On April 29, 2022, NCM called for a report from the Chief Secretary, Punjab regarding a communal clash involving one minority community in Patiala, Punjab. The report is awaited.

 

(xii) On May 4, 2022, NCM called for a report from the Chief Secretary, Rajasthan regarding the communal clash on 02.05.22 at Jodhpur, Rajasthan within 7 days.

 

(xiii) On May 4, 2022, NCM asked Chief Secretary, Madhya Pradesh to send information on media reports of the lynching of two-person on the allegation of cow slaughter.
